Residency Rules Relaxed – Huge Win for Overseas Care Professionals!

In a major breakthrough for the adult social care sector, the West Midlands Combined Authority has officially announced that it will be adopting the changes to residency eligibility set out by the Department for Education and that these changes will come into effect from 1 August 2025 for care professionals applying for funded training and qualifications.


Until now, staff had to prove they had lived in England for three consecutive years (not including time spent in the UK on a student visa) to access funded learning opportunities. This outdated requirement has been a significant barrier for many skilled and passionate overseas workers.


But things have changed. Care professionals in the West Midlands are now eligible for funded training without needing to meet the three-year residency rule – opening the door to qualifications, career development, and long-term progression.


This bold move empowers care organisations to invest in their workforce, boost retention, and ensure high standards of care through ongoing development.


Even better? The West Midlands joins all non-devolved regions and West Yorkshire, which have also dropped this residency requirement. We believe this marks the beginning of wider reform, with hopes that all devolved regions will follow soon.

The Government is seeking views on reforms to zero hours and similar contracts to implement measures in the Employment Rights Act 2025 to end one-sided flexibility. The consultation is your opportunity to share feedback on how the reforms, including the right to guaranteed hours, reasonable notice, and short notice payments, should be implemented and ensure that the views of the adult social care sector are represented. The consultation closes on Tuesday 25 August at 23:59.
